    Faz um tempinho que eu não jogo essa modalidade, mas quando a War tá declarada, que eu me lembre, não dá pra você exercer o PvP da maneira tradicional do CTRL+RMB. Tu fica restrito a atacar quem tá na War contra ti, e não precisa exatamente usar o comando de player kill pra matar estes. Isso é uma consequência de as vezes vir jogadores não pertinentes ao confronto atrapalharem o andamento deste. Abraço!
