Eu acho que ele usou um efeito de Artistic, clique em Filter>Artistic e escolha Colered Pencil, ou clique em Filter>Filter Gallery ai vai abrir uma janela e nela você escolhe um dos efeito, e pode ajustar eles na barra ali do lado direito, espero ter lhe ajudado.
