Primeiro isso requer um pouco de noção de exposure , exposure é um efeito
que você encontra junto de gradient , photofilter , etc...

Então você vai aumentar offset

E então depois você coloca umas iluminações com blend mode em color dodge e um sharpen
para dar um destaque.
