Basta escrever ela em Branco. Adcionar um "Outer Glow" Branco. Criar uma Nova Camada, Pegar um Soft Brush de outra Cor por Exemplo Vermelho e Colocar por cima. Depois mudar a Blend Mode para Linear Dodge.
Basta você digitar, no photoshop, com a ferramenta Horizontal Type Tool, alguma frase, por exemplo, "http://www.muaway.net", depois vá em Window > Character e ajuste a distância de uma letra pra outra.
