Olá estou com outra dúvida.
por que toda hora que eu abro o ps aparece essa tela dele aberto e some do nada em 2 segundos?
tem como evitar isso?

Amigo, tente executar o PS como administrador e em compatibilidade Windows Vista.
Caso não funcione, sugiro desinstalar e instalar novamente o PS.
