Isso você tem que pensar durante o projeto de sua borda, ao criar a borda você já tem que saber onde que ficará a gif, o espaço da gif você também escolhe, um que não seja nem tão grande e nem tão pequeno, depois de confecsionar a borda, bg e afins você terá que trabalhar na gif, abra ela redimensione todas as layers da gif e depois posicione no espaço que você deixou quando criou a borda.
