Para criar este efeito a qual você deseja,basta você pega uma "Lens Flare" e depois mudar o Blend Mode para Screen,abaixo uma "Lens Flare" para você está realizando o mesmo:

Basta você ir ao google imagens e ditar>Lens Flare que estarão aparecendo inumeras imagens para você usar.
