Olá à todos,
Nessa Foto pessoal,foi usado um efeito simples de blur,multiplique a imagem que você deseja fazer este efeito e vá em Filter>Blur>Blur Motion e configure de tal modo que combine com sua imagem,troque o Blend Mode ou opacity da camada para que tenha harmonia.Depois se achar que ainda não está bom,utilize as ferramentas Smudge Tool(borrar) e Blur Tool para dar acabamento.
PS:Para fazer tal efeito você deve ter uma imagem parecida como está.
