Nesse tutorial abaixo, o criador mostra como fazer o Efeito Mosaico.

Mais no final, ele não fica tão nítido como na Imagem que você usou como Exemplo, para deixar nítido igual basta adicionar um Sharpen/Nitidez.

Para colocar Sharpen/Nítido, você vai em Filtro/Filter ~> Tornar Nítido/Sharpen ~> Tornar Nítido/ Sharpen.
