Olá amigo, creio que o mesmo deve ter motivo para excluir e deve ter avisado a administração antes de fazer o ato!
Não existe uma regra que o proíba de excluir os seus próprios tópicos.
É claro, se ele excluiu teve motivos concretos para isso.
