Primeiramente pressione as teclas WINDOWS + R, irá abrir o executar, digite gpedit.msc no executar e OK:

Realizando os procedimentos a cima irá abrir o Editor de política de grupo local → Modelos Administrativos → Rede → Agendador de pacotes QoS e clique com o botão direito do mouse em cima da pasta limitar largura de banda reservável → Editar:

Marque a caixa Habilitado → limite de largura de banda (%) e altere para o número 0, aplicar e OK:

  3. Adjust your preference.
