No paint não há como você fazer a junção de uma imagem gif (animada) com uma imagem comum aconselho você a baixar outro editor de imagens mais avançado tais como PhotoShop , Photo Filtre , PhotoScape entre outros .

Use o PhotoScape
ele e facil de usar
e te ajudara muitu.

é bem mais facil de usra e tem mais recurso !

Faço Kits , interessado mande MP :)
Recomendo que use PhotoShop ou PhotoScape si nao me engano Paint n tem essa Funcao nao.
